Welcome to the forum. You can certainly use that laptop for TouchDesigner, you just need to design your projects to work within the limits of its power. You might download examples of projects or techniques that people have created on powerful workstations, obviously those will have trouble running on 5 year old laptops.
As you work with it you will discover the limits of its performance and just adjust to it. Perhaps after some time you will want to upgrade, but don’t think its a requirement to get started.

Some features in TouchDesigner require certain GPUs like Nvidia, these will only run on Windows-Nvidia setups. YOu can review those requirements here: System Requirements - Derivative
