This is either a bug in the software or a mistake in the documentation.
According to the Wiki, the Click Through should only affect all mouse clicks. However, with it on, modifier keys like alt, ctrl, etc are not being received by the panel either, according to Panel CHOP.
It would be nice to have a separate modifier key pass through that’s separate from the mouse click through.
