Filter CHOP settings

I have an Expression CHOP connected to a Count CHOP.
Occasionally there is a glitch in the input data and the Count CHOP changes too quickly.
I’ve been playing with the Filter CHOP but can’t seem to get the right settings.
If I don’t want the Count CHOP to increment more than once a second, what should my Filter CHOP settings be?

Since your Expression CHOP nicely puts out a binary signal, append a Trigger CHOP with 0.0 attack/decay/sustain/release durations (effectively turning the input into a pulse), and then set the re-trigger delay to your desired minimum retrigger duration.
