FIXED:099 Text TOP: Polygon & Stroke display methods broken

The Text TOP “Polygon” display method is non-functional on Windows. My guess is this was mistakenly inherited code from the macOS branch or something (as polygon rendering is a known issue / limitation on macOS with the Text TOP.)
But this should still work on Windows. “automatic” and “polygon” should both be using the polygon display method as in previous builds but instead fall back on the much lower quality Texture display method.

“Stroke” Display method also does not work in the Text TOP. Characters appear stacked on top of each-other regardless of font or other parameters.

Still able to reproduce this same issue on TouchDesigner 099 Windows 64-bit Build 2017.14220 the official build just released a few days ago.

This should be fixed in the next build we release. 2017.14560 or later.
