FIXED:Beat Chop issue

I cannot get the master_beat CHOP to update (or do anything really).

if you delete the master_beat CHOP that is created by default, and make a new beat chop and set it to ‘update Global’ - making it the new global beat as per wiki’s overview, it will work and others can ‘lock to global’ correctly.

Testing in Windows 10: 2018:27840,
macOS TD 2018.27910
macOS TD 2019.12330 (exp)

All have the same results.
