FIXED: Drag and drop behaviour build 42700

Hi,

Dragging and dropping modules from the TDNeuron Toolbar (GitHub - tdneuron/TDNeuron: A deep learning framework for TouchDesigner) does not work for me in version 42700 on Windows 10 whereas it does in 26760.

I don’t know how the drag/drop feature is implemented in this project but thought I would flag it none the less.

Seems the old way was quirky, in that even if an icon was set to ‘Do not allow Drag’, it would still drag if a parent used legacy callbacks.

This is now re-added to 2020.45470+ for backward compatibility.
