FIXED:Opening floating network pane from breadcrumbs creates unusual 'always on top' window

^ When I open floating network pane this way (specifically from the breadcrumb bar) it creates a window that is always on top of certain other apps (so far confirmed with Firefox, Discord, Directory Opus, streamer.bot, etc):

^in this shot, 1 and 3 are the same instance of TD, which I’ve never seen happen before. How can Discord be sandwiched there, and unable to come to the top? (btw, the white bar is just the title bar of window 3; confusing cause it’s cropped)
