FIXED: Unicode problem with file from dialog save window

On Mac Osx 10.13.6
TD version : Build 2019.14650

Filenames and paths that contain unicode characters now open well. But there is still a problem if you try to name your file using unicode inside the save (or save as) dialog menu. It is possible to write a name like montréal.toe in the field, and it will show correctly.
But when you look at the file in the computer directory, it will be present like this :
montréal.toe
The file will open though, but it is still not the best implementation.
