FIXED: Web Client and Web Socket DAT callback DAT problems in 31500

in 2025.31500, on Mac, a few problematic behaviors with Web Client and Web Socket DATs:

  1. Dropping a new DAT creates a callback DAT at the origin regardless of the location of the new DAT
  2. The callback DAT is empty
  3. The callback DAT is not linked to the client/socket DAT as a callback DAT

Steps to reproduce:

  1. Make a Web Client or Web Socket DAT somewhere a good bit away from the origin
