I was wondering if I can use TD to build basic websites. No e-commerce.

To my knowledge, no. No html/javascript/php editor, no ftp function etc.
You can stream video and sound but thats all.
There is many good web editor around, from very basic to extended function.
TouchDesigner is first linked to live image, performance and interactive installation.
