Both horizontal and vertical scrollbars are on when set to off. When they are set to ‘on’, another scrollbar is laid over it, usually with the bar taking up the full length or width of the window. Sometimes clicking on the scrollbar causes TD to become unresponsive to most any input. It doesn’t really freeze, you just can’t move around the network or select anything. This seems to be resolved by defocusing the application window. Sometimes if you zoom, the bar will take up the proper amount of space, but clicking on it then causes it to expand and, again, the application does not respond to inputs until clicking on a different window in the desktop.
