Ocio TOP cannot load files with non-ascii unicode characters in the path

Build 2019.33840. Win 10.

I tried to load a file that had Chinese unicode characters in its path, and Ocio top threw up can’t locate file error. I copied the file out of that path, into a full ASCII path, and everything worked.

Thanks for the report. I fixed this for loading of .ocio files, but not for file transform or color correction files. For the latter 2, the OpenColorIO API currently only accepts ASCII string paths.
