I am using TouchDesigner version 2025.32050, but I can’t find the Pointclouds section in the Palette panel. I hope someone can help clarify this for me.

Hi @XTEEVJ,
with the introduction of the POPs operator family, the Pointcloud Palette components have been retired. You can still find them by downloading and installing a previous version of TouchDesigner (2023.10k series.)
Some of the components are now unnecessary while others have POP equivalents.

As Markus says, you can still and more easely use point clouds with Pops operators. But I agree that some tutorials (and knowledge) are obsolete now and need a rewriting.
Personaly I am in this mood, digesting Pops and fiding new ways od doing things. As signaled, you can download pre-Pops TD version but I think it would be more future proof to search for Pops enabled tutorials and to learn the easiest new way to do point clouds.
