Reacting grid controlled by cursor

Hello, I am seeking to program a grid of shapes that balloon-expand when the cursor is hovered above them and have this expansion move across the screen to where the cursor goes (as exampled in the image below, courtesy of ECAbrams on Youtube). I’m wondering if a hitbox can be used to change the size depending on how near or far the cursor is. Additionally, if I am using my hand to control the movement with MediaPipe, can I have the simulation be activated when the hand is a certain distance from the screen? I know how to do this in After Effects but would like to know for sure if this can be achieved in TouchDesigner.
