I posted this one before here: Touchdesigner does'nt save preferences but I cant figure out, why it doesnt save my preferences in the pref.txt. It’s just empty.
How am I able to track the bug down? Could it be a conflict with a previous installed python software?
This is a new one. I’m going to assume you are using admin account, the only think I could think of is that you do not have preferences to write to that folder. Check the permissions on the folder and file.
What happens if you delete the pref.txt entirely so TD will create a new one next time you launch?
Also, do you want to try the latest Official build? That build you refer to is the very first experimental build in that branch and as such, experimental builds have a lot of bugs, especially old early ones!
You can try the latest Official in Non-Commercial. Recommend a full uninstall and reinstall, and delete that pref.txt file!

I removed the pref.txt - uninstalled 2020-20625, installed 2020-22080 and now it works. Not sure if I havent already tried uninstall and reinstall before tbh… but w/e it works now.
