RFE: Add CHOP default horizontal units (frames/samples/seconds) to TD preferences

Currently all CHOPs have frames as their default horizontal unit.

I work mostly with CHOP data as samples instead of frames - it would save me some time everyday if I could set the TD default unit for horizontal axis for all CHOPs to samples instead of frames, in my TD preferences.
