Right-Click on an operator and open a separate Parameter window, and try to Right Click on a parameter. See behavior on my side:
I just tried reproducing but a different bug came about:
Parts of the sub-menus are rendered behind the menu.

thanks for reporting this. I can replicate the behavior from your first video where submenu items seem to rollover seemingly in a non-predictable manner and 2nd level menus get stuck.
Have not been able to observe parts of the 2nd level menu being rendered behind the parameter windows.
