Slow/ Inconsistant cook time on very fast computer

I have a new Lenovo Legion with a 4080 SUPER. I have the latest drivers and touchdesigner installed. I have multiple touchdesigner versions installed and my issue is occuring on all of them. I have also benchmarked my pc and it scores 99th percentile across the board. I have also verified monitor FPS (only one monitor is connected).

I am experiencing very long cook times periodically. Lets say I open Touchdesigner to the default project. Looking at my cook time I might see 3ms per frame- Not bad! but if I let it run for a second, I may reach a spot where the average is 9ms, with spikes to 17ms every few seconds for half of a second. Running a fairly heavy project that runs at 60fps on my 3080 PC, I see it initially open at 60 fps, but then drop down periodically, finally settling on an average of 40ms cook times/ low fps or else drop down to the 20s periodically.

A look at my GPU temp shows it steady at 36 degrees- pretty nice! I am also not seeing a gigantic load on it. I will however say that I observe the following: often when checking gpu load I notice its stuck hovering at almost exactly 50 percent (not shown in image below). This issue appears to only exist in touchdesigner and not on benchmarks. Thoughts? Anyone have any suggestions? It seems to do this whether I set td to 30 or 60fps.

Ope no it came back. Strangely I am having better performance if I have a second Touchdesigner instance opened to the default scene also running on the PC at the same time. I am also noticing some of my scripts seem to be not running unless I am looking at them in the network editor. Thoughts?

quick question if you already checked to see that there is no bloadware installed on the machine? Just wondering as it is a new computer.
