It does not look like Start Frame is taken into account in the Export Movie Dialog.
To debug this I made a Text TOP be output me.time.frame and ran some exports. No matter what I set start frame to the frame in the export would always start at 1.

Sorry I didn’t put any more info. I tried this with builds 2022.29530 and 2021.16960. I am on Windows.
Made edit with build number and OS. Also here’s a file I was using to test and a screenshot of the export movie dialog where I set frame start to 1000 and end to 3000. The video exported had frames 1-3000. Also notice in the screenshot the frame info in the bottom right says 3000/2000.
