I’m having the same problem, with 2023.11510 and even after deleting the font-cache, no fonts are showing up.
I’ve also tried going back to 2022.35320 (deleting the font-cache first) and that doesnt seem to work either. I thought that it might be the OS, so I’ve tried bumping to sonoma, but no joy either.
The list of fonts that end up in the FontCache seems small -

I found that I had quite a few fonts in my “Users” font book (Open OSX Font Book) and select My Fonts, including duplicates of what should otherwise be system fonts like veranda. I disabled the veranda ones, AND deleted the font cache (as above), and that cleared it up.
I think what is happening is if you import settings from an old mac, its copying over all the old fonts, so you are accumulating old potentially bad fonts.
Just installed TouchDesigner and experienced this issue … It’s definitely due to having Verdana as a user font (No idea where that version had come from). Once that was disabled then everything showed up normally. I didn’t even need to delete the font cache.
