Video Texture LOD system

I have generated a couple of thousand 7-second videos that, together, form a scene. Here is an example of what I mean, but animated. The original image is 31296x17600. I had to write special software to make this video because most programs I tried would crash when loading this image. Instead of a prerendered video, I am looking for a way for users to interact with the scene so that they can zoom in and look at specific details themselves.

Before I dive in, does anyone have any recommendations, experience with texture LODs or opinions about the feasibility? My current plan is to render different levels of detail out in After Effects, or maybe my own script if it crashes AE. And then have a Google Maps-like system that controls which video texture to load.

If you are using a recent Nvidia GPU, (20-series RTX or later) the maximum texture resolution there is 32768×32768 pixels, so you might be able to work at that size. There are also some options to upscaling now in TouchDesigner, the NVIDIA Upscaler TOP and the new NVIDIA RTX Video TOP which offers RTX Super Resolution which may offer you some more performance and ways to reach such high resolutions.
