Try the microsoft store. At least for me it was no problem to order one to germany. Came from the netherlands. Worth a shot.

@alphamoonbase just tried again and the whole process redirect me on the US store.
I tried with the chat help, but they told me again that is not available if I’m not in USA.

It is available in UK and Germany Microsoft stores now (In addition to China, Japan, and USA)
