Why can I unpin topics? How do I get pinned topics I accidentally unpinned back?

I am not sure why I am able to unpin posts I didn’t pin.

Now I’ve lost all the Beginner forum pinned posts and I can’t find things like the book and the Welcome post.

How can I get those back?
