[Win10 : 2019.15840] Failed inside operator on launch

Just had a super strange bug show up. Tried it on 2 different machines, in both 2019.15890 and 2019.30550

When launching any project (including a blank one) I was getting a crash and seeing this message on startup.

As soon as I connected the machines to the wifi network it went away. Dump file attached

Any chance you could sent the problem .toe file into support so we can reproduce it?
