Do you know what version the old one was? You should download that version’s installer, run it, and it will give you the remove option. Then you can remove that, and install the new one.
Can you try the troubleshooting for removing a previously installed TouchDesigner version here?
The version of the one currently installed can be see from the Control Panel → Programs and Features dialog if you can no longer launch it.
